Over the past three decades, we’ve had the opportunity to work alongside some of the most innovative and creative minds in economic, workforce, and community development. TIP has completed more than 600 engagements for over 425 organizations, creating many long-standing client relationships. While we wish we could feature everyone, the following profiles highlight the breadth and depth of our work.

We interviewed seven finalists for [our] strategic planning initiative in 2001. It was clear that TIP’s approach was unique, collaborative, and action-oriented. The resulting plan set the stage for the next generation of collaboration among the public and private sectors in achieving positive economic development outcomes in Racine County, Wisconsin. The real goal of strategic planning is standing the test of time. The 2024 RCEDC Annual Report includes the latest iteration of the TIP-assisted strategic plan that covers 2024 to 2026.

Workforce Solutions (Lower Rio Grande Valley, TX) - Multiple Engagements

Workforce Solutions Lower Rio Grande Valley (TX)

In 2005, [TIP] helped Workforce Solutions position itself as a strategic partner to business and industry by identifying current and future workforce challenges in the Rio Grande Valley…. [The industry cluster analysis] guided investment decisions for many years. After the success of that analysis, the four-county region came together with community colleges and private sector partners to create a regional plan with assistance from TIP. That detailed report stood as the guide for future planning that, to this day, continues in the RGV.

TIP worked with the Delaware Business Roundtable to produce a statewide “Growth Agenda,” which recommended establishing a public-private partnership to replace the State’s Economic Development Office….The track record of the newly created Delaware Prosperity Partnership over the past seven years has been outstanding, in large part due to the involvement of the business community as a decision-making stakeholder.

[F]our years into implementation [of the TIP-authored Allen County Together], we are on track or ahead of schedule for many 10-year goals including attracting $1 billion of private investment at Riverfront Fort Wayne, constructing new dormitories to accommodate 2,500 additional students, and expanding access to capital for under-represented residents and entrepreneurs by $25 million. More importantly, ACT has given us the framework to keep partners aligned and focused on results.

From our founding to the present day, TIP has helped clients respond to emerging trends, craft bold strategies, and shape tomorrow’s economy. The following timeline showcases the milestones that have positioned us as a trusted leader in the field.

1995 | The Beginning
Founded as Texas International Partnership, Inc., the company focused on economic development, marketing, and lead generation, with representation in Tokyo, Taipei, and Frankfurt. Using a mix of direct marketing and networking, the firm’s Invest in Texas Alliance generated over $3 billion in investment leads, resulting in the location of 15 companies to the state over a six-year period.  
1997-2001 | Expanding the Base
TIP Practice Area: Strategy

TIP’s growing network drives new opportunities, rapidly expanding its services and client base. Requests from Invest in Texas Alliance members help shape the firm’s early economic development strategic planning practice. Lead generation activities on behalf of Texas communities also prompt requests for assistance from international organizations including the Netherlands Foreign Investment Agency, the Industrial Development Board of Northern Ireland, the Canadian consulate, and the Canary Islands.

1998 | Building a CEDS Portfolio

As part of an EDA-funded engagement, TIP was selected to prepare Comprehensive Economic Development Strategy (CEDS) guidelines for Texas planning regions to follow in the development of their individual planning documents. This multi-phase work established the foundation for TIP’s long history of preparing CEDS for clients across the country.

2000–2002 | Transition & Rebranding

The addition of Jon Roberts as managing partner in 2000 brings a national perspective to the firm and sets the stage for a holistic planning framework that recognizes the role of talent, innovation, and place in creating economic prosperity. Contracts in Tennessee, Virginia, and Wisconsin demonstrate the success of this approach and mark the expansion of TIP’s reach beyond the Lone Star state. The firm continues adding staff and rebrands as TIP Strategies, Inc., in 2002.

2004 | Workforce Focus
TIP Practice Area: Talent

Following its first strategic planning engagement for a workforce board in 2004, TIP expands its talent-focused offerings. The firm adds value to workforce and training organizations in understanding employer needs and creating demand-driven workforce systems.

2004–2008 | Growing Expertise

During this period, TIP broadened its capabilities by bringing on dedicated staff and partnering with national firms, including leading urban planning firms Fregonese Associates and Kending Keast. These additions deepened the firm’s expertise in entrepreneurship, defense communities, housing, land use, and real estate—reinforcing a comprehensive approach to economic development.

2007 | State-level Engagements

TIP completes its first state-level plan, Growing Vermont’s Next Generation Workforce, in partnership with Next Generation Consulting and the Vermont State Data Center, paving the way for state plans in Massachusetts, Delaware, Washington, Idaho, Oregon, Montana, Michigan, Mississippi, Alaska, and Texas.

2008 | Higher Education

Lone Star Community College (the state’s largest by enrollment) engaged TIP to prepare an assessment of its fast-growing service region to help support economic development. Other postsecondary-related institutions followed including the Texas Higher Education Coordinating Board and a consortium of research universities in Mississippi.

2010 | Working with Foundations
TIP Practice Area: Advisory

The Hispanic Scholarship Fund enlisted TIP to quantify the economic impact of raising educational attainment rates in the Hispanic community and align their scholars’ educational pursuits with high-demand occupations. Other foundation-driven projects followed including JP Morgan Chase-funded work in Houston, Tampa Bay, the state of Delaware, and the Texas-Mexico border (El Paso).

2014 | Westward Ho!

TIP establishes a presence in the Seattle area with the addition of senior partner, Jeff Marcell, and begins securing engagements in the Pacific Northwest and California, including a multi-year engagement that helped formalize the Washington Military Alliance.

2019 | McDaniel Ecosystems Merger

McDaniel Ecosystems merges with TIP, uniting two national networks and a shared commitment to client-centered solutions. This expands TIP’s advisory services by strengthening its ability to provide hands-on support across organizational development, equity and inclusion, land use, data analytics, and implementation.

2020 | Resilience & Recovery
TIP Practice Area: Resiliency

The COVID-19 pandemic sharpens the firm’s focus on recovery and resilience that began after the Great Recession (2007-2009). TIP transitions quickly to a hybrid approach and is able to play an impactful role for its clients at a time of disruption and uncertainty.

2021–2025 | Leading with Innovation

A long-standing component of TIP’s framework, innovation became the focus for several engagements, including strategies for leveraging research universities in Texas and Mississippi; local-level innovation plans for Jackson County, Mississippi, and Rock Hill, South Carolina; and preliminary planning for an NSF Engine award-winning region of Mississippi.

2025 | Three Decades & Counting

TIP celebrates its 30th year of partnering with communities, turning insights into strategies that shape tomorrow.
