Fresno County, CA – Comprehensive Economic Development Strategy

Challenge

Fueled by its strategic central location, expanding industries, growing workforce, and relative affordability, Fresno County, California, is primed for significant economic growth. As one of the nation’s top agricultural producers, Fresno County supports a robust food processing and distribution supply chain. Proximity to major highways and rail corridors enhances its trade and logistics role. Educational institutions, such as Fresno State University, Fresno Pacific University, and local community colleges, are preparing the workforce with the skills needed for innovation and economic development. The area’s natural resources and outdoor recreation assets attract visitors nationwide. However, the county faces challenges, including economic disparities, workforce skill gaps, and infrastructure limitations that must be addressed for sustainable growth.

Response

TIP was engaged by the County to prepare the 2025–2030 Comprehensive Economic Development Strategy (CEDS) that would provide a unified vision for the future. Guided by a 40-member CEDS Strategy Committee comprised of representatives from diverse public and private sector interests, the resulting plan will be used to direct investment, build resilience, and enable access to federal and state funding for high-impact projects. Shaped through extensive engagement with business leaders, workforce organizations, local governments, and community stakeholders, the CEDS is centers on four objectives that would have the greatest impact on Fresno County’s competitive position and align with identified priorities: fostering a business environment that supports industry expansion, attracts new investment, and drives innovation; building a skilled and adaptable workforce; developing and enhancing the necessary real estate and infrastructure assets; and elevating the region’s quality of place. By aligning efforts across public and private sectors, the County can take full advantage of its assets to drive sustainable growth while fostering business expansion and opening new pathways to prosperity. Successful implementation of the CEDS will require collaboration, adaptability, and a lasting commitment to economic progress, ensuring that Fresno County not only meets the challenges of today but also builds a stronger, more dynamic economy for the future.
