Frederick County, MD – Economic and Workforce Strategic Growth Plan (2026–2029)

Challenge

Frederick County is at a historic inflection point. As the fastest-growing county in Maryland, it has evolved from an agricultural and manufacturing base into a premier national hub for life sciences and advanced technology. Anchored by innovative institutions like Fort Detrick and the Frederick National Laboratory for Cancer Research, the County boasts a $15.4 billion GDP and a reputation as a Top 100 place to live in the US. This momentum brings both significant pressure and immense opportunity. While rapid population growth threatens the County’s distinct historic identity, it also underscores the area’s appeal and the potential to shape pathways for economic mobility. To maintain its competitive edge against its regional peers, Frederick County must now navigate the disruptive potential of emerging technologies while ensuring that growth remains inclusive and sustainable for all residents.

Response

In 2025, Frederick County Department of Economic Opportunity (the Division) engaged TIP to update its economic and workforce development strategic plan, ensuring the County remains a location of choice in the modern business environment. The planning process involved a rigorous assessment of target sectors, including Life Sciences and Advanced Manufacturing, to align the plan with the real-time needs of local employers. This research was paired with qualitative insights from over 75 community and industry leaders to ensure the resulting framework remained grounded in the shared aspirations of Frederick County’s residents. The synthesis of this quantitative and qualitative data led to the development of five strategic goals: competitive positioning, community vitality, unlocking commercial sites, fostering innovation, and preparing residents for jobs of the future. The strategic growth plan also empowers the Division to move beyond the anticipation of change and toward actively catalyzing transformative growth. It identifies three specific catalysts focused on high-impact redevelopment, a life sciences innovation district, and the evolving future of work. To ensure these ideas translate into reality, the implementation phase delivered a specialized toolkit of local and state incentives alongside a matrix for tracking progress. By focusing on Frederick County’s advantages—specifically the availability of land and a highly skilled workforce—the plan provides a blueprint for capturing and retaining high-growth industry clusters, as well as promoting access to the high-quality jobs that follow. Further, by aligning resources, staffing, and partnerships with these goals, the growth plan helps position Frederick County as a center for innovation while protecting the character and quality of life that define the community.
