City of College Station, TX – Economic Development Master Plan

Challenge

Advantageously positioned in the Texas Triangle (the megaregion consisting of Dallas-Fort Worth, Houston, San Antonio, and Austin) and served by a regional airport, College Station is a commercial hub with deep retail density. Intellectual capital is equally robust, including Texas A&M University’s (Texas A&M) flagship campus, Texas A&M—RELLIS, Blinn College, and emergent innovation networks. While its global reputation as the home of a premier research institution provides baseline economic stability, this powerful brand often obscures College Station’s broader appeal to stakeholders without a direct connection to Texas A&M. The challenge and opportunity lie in moving beyond growth as a byproduct of the university to cultivate an integrated ecosystem that attracts diverse private investment, retains talent, and fosters long-term economic prosperity.

Response

Recognizing the need to capitalize on its competitive strengths, the City of College Station (City) engaged TIP to facilitate the preparation of an economic development master plan. The primary objective was to chart a course for long-term economic sustainability by diversifying the tax base and elevating a community identity that positions College Station as a premier destination for professionals, businesses, students, and visitors alike. Through a collaborative process involving more than 140 stakeholders, data analysis, and peer benchmarking, the team developed a strategic framework built on four reinforcing goals: (1) Identity, creating distinct and dynamic districts; (2) Industry, diversifying the tax base; (3) Innovation, establishing College Station as an entrepreneurship hub; and (4) Ignition, empowering the City to lead as a proactive convener. To ensure the plan remains a living document, TIP also provided a detailed implementation matrix highlighting roles, responsibilities, timelines, and resourcing requirements, as well as community indicators and programmatic metrics to track progress. This data-driven approach links strategies to measurable returns. Ultimately, the plan provides the blueprint for the City to proactively leverage decisive opportunities that benefit the broader community while maintaining the stability and synergies of College Station’s world-class academic foundations.
