City of Alexandria, VA – ALX Forward: A Strategic Framework for Economic Growth

Challenge

Alexandria, Virginia, is defined by its rich history, distinctive character, and a symbiotic relationship with the federal government. While its proximity to Washington, DC, and a highly educated workforce have fueled a thriving economy, the City now faces a pivotal moment of uncertainty. Housing has become increasingly unaffordable, and the municipal budget is overly reliant on residential property taxes. Furthermore, the rise of remote work has left a surplus of office inventory, particularly in Carlyle, limiting sites available for commercial diversification. The challenge lies in leveraging catalyst development sites to drive inclusive, sustainable growth without compromising Alexandria’s authentic historic charm.

Response

With the support of partners, including the Alexandria Economic Development Partnership (AEDC), city leaders engaged TIP to facilitate ALX Forward, a comprehensive strategic framework designed to ensure long-term competitiveness. Building on the City’s 2007 Economic Sustainability initiative, the strategic planning effort aligned with the City Council’s 2025 priorities: advancing housing opportunities, reducing disparities, driving economic strength, and attracting top talent. The process began with a dual approach of robust community engagement and rigorous quantitative analysis. A major milestone was the 2025 Economic Summit, which convened over 200 stakeholders to build consensus around ten core themes, including equitable growth and creative placemaking. These qualitative insights were integrated with comprehensive market data, delivered via an interactive Tableau visualization tool. This synthesis of community input and data allowed the team to identify specific strengths and threats, ensuring the resulting framework remained grounded in the shared aspirations of residents. Ultimately, ALX Forward establishes a vision for a forward-thinking community that balances prosperity with livability. The plan organizes recommendations into three goal areas—place-based development, business investment, and innovation—focusing on catalytic initiatives that transform existing assets into unique offerings. By outlining clear tactics and accountability tools, this framework enables Alexandria to move from strategy to action, fostering a resilient economy that remains true to its historic identity while embracing a bold, inclusive future.
