City of Beaumont, CA – 2026–2031 Economic Development Strategic Plan

Challenge

Shaped by its origins as a stagecoach and railroad stop in the 1800s, the City of Beaumont (City) benefits from its scenic surroundings; strategic location in Riverside County, California; and strong quality of place. These advantages have helped fuel the City’s rapid residential growth over the past two decades, placing it at a critical inflection point. To successfully transition Beaumont from an expanding residential community into a self-sustaining, economically resilient city with a fully diversified tax base requires clear vision, defined priorities, and coordinated actions across the public and private sectors.

Response

Recognizing the need to proactively steer its growth, the City engaged TIP to develop the 2026–2031 Economic Development Strategic Plan (EDSP). Utilizing TIP’s three-phase discovery-opportunity-implementation model, the planning process began with a comprehensive economic analysis and review of previous City and regional plans. To ensure the EDSP aligned with community priorities, TIP partnered with a multi-sector steering committee; gathered qualitative insights from more than 75 public, private, and nonprofit stakeholders; and conducted a resident survey that drew nearly 100 responses. These inputs shaped a SWOT analysis and established the four guiding principles—sustainability, equity, accountability, and livability—that anchor the EDSP. The resulting strategic framework focuses on six initiatives: (1) Retain and Expand Businesses; (2) Grow Target Industries; (3) Strengthen Retail Corridors; (4) Activate Strategic Land and Sites; (5) Enhance Quality of Place; and (6) Promote and Position Beaumont. To ensure the framework can deliver measurable outcomes, TIP provided an implementation matrix that details actions and tracks execution, as well as a communication toolkit for effectively marketing the plan and communicating its benefits to residents, investors, and regional partners. The EDSP ultimately delivers a data-driven roadmap that balances commercial and industrial tax base growth with high-quality local jobs, reduced reliance on residential taxes, and a vibrant downtown.
